Three constitutional scholars were invited by ruling and opposition parties to session of the House of Representatives Commission on the Constitution on June 4. These three constitutional scholars declared that the national security laws, including one to allow Japan to exercise the right to collective self-defense, are unconstitutional.
Abe Cabinet approved reinterpreting war-renouncing Article 9 of the Constitution in the Japanese cabinet on July 2014 . Once Article 9 had been interpreted as banning Japan from exercising the right to collective self-defense, but Abe Cabinet opened the way for the country to be able to promote exercising the right to collective self-defense so. If such reinterpretation were to be permitted, it would damage the Constitution's canonicity as well as the public's trust in the supreme law. The proposed security legislation is based on this decision.
These experts' remarks revealed fundamental contradictions involving the national security laws.
In particular, the government should take it seriously that even Waseda University professor Yasuo Hasebe, who attended the session on the recommendation of the ruling party of Liberal Democratic Party (LDP), clearly stated that the proposed legislation that would allow Japan to exercise the right to collective self-defense, is unconstitutional. Hasebe expressed grave concerns about the right to collective self-defense saying, "It cannot be explained within the basic framework of conventional government views and seriously threatens legal stability."
Article 9 of the Constitution renounces war, bans Japan from possessing any war potential and denies the right of belligerency of the state. However, the article is interpreted as allowing Japan to use force at the minimum necessary level to defend itself based on the Constitution's preamble providing for the right to lead a peaceful life and Article 13 that guarantees the right to pursue happiness.
The previous administrations had interpreted Article 9 as banning Japan from exercising the right to collective self-defense to strike back at a country that has attacked an ally while Japan is not under direct attack because it would go beyond the bounds of minimum necessary self-defense.
The Abe Cabinet basically maintains the view that Japan can use force at the minimum level to defend itself, but changed its interpretation of Article 9 to include part of the right to collective self-defense on the grounds that the security environment surrounding Japan has changed.
In response to the constitutional scholars' declaration, Chief Cabinet Secretary Yoshihide Suga said, "The interpretation of the Constitution has ensured legal stability and logical consistency. The contention that the right to collective self-defense are unconstitutional isn't appropriate."
However, reinterpretation of the Constitution that reverses the conclusion on whether Japan can exercise the right to collective self-defense, based on such an ambiguous reason as change in the security environment, is far from convincing for the public. Debate was also held on logistical support that the Self-Defense Forces (SDF) could extend to other countries' military forces during the meeting of the lower chamber's Commission on the Constitution.
Hasebe said such operations could contravene the Constitution, pointing to the danger that the SDF's logistical support could "merge with the use of force by foreign forces." Keio University professor emeritus Setsu Kobayashi also pointed out that logistical support is a concept particular to Japan, and warned that SDF troops would end up participating in war from behind by extending such assistance to foreign troops.
Serious suspicions have arisen that exercising the right to collective self-defense and extending logistical support to foreign troops, which form the basis of the proposed security legislation, could run counter to the Constitution. Both ruling and opposition parties should hold thorough debate on relations between these issues and the Constitution by holding intensive deliberations.
In the House of Representatives the Liberal Democratic Party has 91 seats and the New Komeito has 35 seats . If the New Komeito objects to voting, the revision of the Constitution is rejected.
The New Komeito should make more efforts so that Abe Cabinet would stop rushing recklessly into the military regime.

In order to resist revision of the Constitution of Prime Minister Abe, Mr. Isozaki intended to let these constitutionalists say that the right to collective self-defense was unconstitutional , I think. Mr. Isozaki resisted it as hard as possible to prevent a military regime in Liberal Democratic Party, I think.
Because Mr. Isozaki works near Prime Minister Abe , I think that Mr. Isozaki felt that Prime Minister Abe will be going to cause a terrible reign of terror.Mr. Isozaki is the brave man.I think that Mr. Isozaki was going to protect Japanese citizens rather than his own political life.
A teenager's girl called Honami abused Mr. Isozaki by breaking out into violent language at Twitter of Mr. Isozaki last night.However, this teenager girl pointed out the difference between "the right to collective self-defense" and "a right of a country to self-defense". And, she often shouted "Mr. Isozaki" a fool. Isn't it too strange?
Because the contents of "the right to collective self-defense" can cope in a current "right of individual self-defense" enough, there is the idea which the revision of the Constitution is not necessary for. But this Honami overturns this idea.
What is the true appearance of Honami? I think Honami is hiding her true identity.Ummmmmmmmmmmmm

Well....Prime Minister Abe may be going to ruin political life of Mr. Isozaki without forgiving with mercy completely, but Japanese citizens should support Mr. Isozaki.

I think that Prime Minister Abe begins to ruin Mr. Isozaki thoroughly. But even if Isozaki felt that he might lose his own political life and even if he might be assassinated, he tried to make three constitutionalists say that revising the constitution by Prime Minister Abe was unconstitutional. Prime Minister Abe is a terrible man. But I want to give Mr. Isozaki a good clap . Mr. Isozaki had confronted against Prime Minister Abe.
Because Mr.Isozaki is broad-minded and chivalrous,Prime Minister Abe had better avoid to persecute him.Japanese citizens will notice his courage soon however Honami insults him so much.  
 
1.Abe Cabinet should receive a draft amendment of a National Secret Bill before accepting the right of many nations to defend themselves as a group.
Revision of the Constitution is objection unless The draft amendment of the specific secret bill is realized.
2.In "the right of many nations to defend themselves as a group", Japan should introduce the item for all the cabinet ministers to obey penal servitude less than three years and the item for all the cabinet ministers to pay the fine that is less than 10 million yen if Cabinet rushes into a military regime or a reign of terror.
Japan should make the items of the sanctions measures about the breach of contract for the Cabinet so that Japan does not rush into aggressive war.Both of " National Secret Bill" and "the right of many nations to defend themselves as a group" can't improve in crime prevention if Cabinet rush into the military regime.It will give a death-blow to Japanese citizens.
Especially Abe cabinet will rush into military regime recklessly if both of " National Secret Bill" and "the right of many nations to defend themselves as a group" have no deterrent for the Cabinet because Prime Minister Abe has two-facedness and has the cold-blooded unjust character. 
a Japanese bill named National Secret Bill was approved by a majority in the Lower House plenary session of Liberal Democratic Party and New Komeito and Your Party on November 26, 2013. Japan Innovation Party left from the Diet without participating in voting although Japan Innovation Party wanted to do agreement with a draft amendment because Japan Innovation Party objected against the voting at early term without enough discussion .
317 seats are necessary for revision of the Constitution in Japan.  
3.New Komeito should leave from the Diet without participating in voting , even if New Komeito agreed with a draft amendment, if in "the right of many nations to defend themselves as a group", Abe Cabinet never introduces the item for all the cabinet ministers to obey penal servitude less than three years and the item for all the cabinet ministers to pay the fine that is less than 10 million yen if Cabinet rushes into a military regime or a reign of terror and if Abe Cabinet never receives a draft amendment of a National Secret Bill .
 
If the New Komeito only helps the Abe Cabinet to remove obstacles in the way of the constitutional amendment , the New Komeito will come to be hated soon by Japanese citizens.Japanese citizens begin to doubt the New Komeito whether its claim would be opposed against revision of the Constitution basically.
In the House of Representatives the Liberal Democratic Party has 291 seats and the New Komeito has 35 seats .If the New Komeito leaves the Diet before voting, the revision of the Constitution is rejected because it does not reach to 317 seats necessary for revision of the Constitution.
