Rule of the sea

Tokyo Electric Power Company At least 2 trillion becquerels’ worth of radioactive material flowed from the crippled Fukushima Daiichi nuclear power plant into the Pacific Ocean between August 2013 and May 2014, plant operator Tokyo Electric Power Company (TEPCO) has admitted. The rate of release was 10 times higher than TEPCO’s pre-meltdown threshold for radioactive material.
In March 2011, the Fukushima plant suffered multiple meltdowns triggered by a massive earthquake and tsunami. Since then, TEPCO has struggled to contain the flow of radioactive water away from the plant. Currently, radioactive water is known to be leaking out of reactor buildings and downstream into the ocean. It is also suspected to be leaking into the ground from the plant, and flowing underground to the ocean from there.
TEPCO estimates that this water has been carrying 4.8 billion becquerels of strontium-90 and 2 billion becquerels of cesium-137 every day, based on measurements taken near the water intakes for reactors 1 through 4. This means that in the 10 months from August to May, the plant emitted 1.46 trillion becquerels’ worth of strontium-90 and 610 billion becquerels of cesium-137, totaling 2.07 trillion becquerels of radioactivity released into the ocean. This astonishing amount of radioactivity is actually an improvement over the first two years following the disaster. Between May 2011 and August 2013, 10 trillion becquerels of strontium-90 and 20 trillion becquerels of cesium-137 flowed into the bay, for a total of 30 trillion becquerels. The improvement does not mark an improvement in TEPCO’s containment methods, however, but is a result of the concentration of nuclear material at the plant decreasing over time.
Water flowing away from the plant enters the bay, where it can then spread into the open ocean. This bay contains a port that is used by the plant to transport materials and equipment. So much radioactive material has accumulated along the mud of the sea floor at this port that TEPCO is now pursuing a plan to coat the sea floor with cement, to prevent the material from migrating deeper into the ocean. This may make it impossible to ever dredge the port and remove the radioactive material. “The first priority is to keep the material where it is,” said a TEPCO official. “No decision has been made on whether to recover the [radioactive] mud at some point in the future.”
TEPCO has already coated several other sections of sea floor, near the outlets of tunnels used to release the radioactive water used to cool the plant immediately following the meltdown.
Work has already begun on a project to coat 50,000 square meters of sea floor near the quay with a cement mixture. The remaining 130,000 square meters will also be coated in several smaller segments. Every part will then be re-coated, to ensure durability of the barrier.
Meanwhile, radioactive water continues to accumulate on-site, with both rainwater and groundwater continually seeping into the failed reactors and becoming contaminated. TEPCO has been attempting to pump this water out and store it in tanks all over the site, but numerous leaks have caused so much water to spill out that Kyoto University professor Hiroaki Koide has described the plant as a radioactive swamp.
TEPCO has also attempted to dispose of some of the water by directly discharging it into the Pacific Ocean, violating its own standards for safe radiation exposure levels.
Climate change takes front and center at United Nations summit.On Tuesday President Obama addressed a group of world leaders at the U. N. Climate Summit, a one-day meeting hosted by U. N. Secretary-General Ban Ki-moon and open to leaders of all 193 U. N. member states, though not all will attend, plus members of the private sector.
"The climate is changing faster than our ability to address it," President Obama said. "The alarm bells keep ringing."
While discussing U. S. efforts to curb global warming, President Obama urged all nations -- developed and developing -- to agree on a global deal by the end of next year.
"No nation can meet this global threat alone," President Obama said, later adding: "Nobody gets a pass."
For the environmental community, the next big frontier to tackle is methane emissions -- different from carbon emissions but, environmentalists say, just as important in the fight against climate change. "For us the big next steps include making a decision to address methane pollution from the oil and gas sector," said John Coequyt, director of the international climate campaign at the Sierra Club, one of the country's oldest environmental organizations. "That's one of the biggest unresolved pieces."
In his climate remarks, President Obama said that, in 2012, U. S. greenhouse gas emissions fell to their lowest levels in nearly two decades. Since he took office,President Obama said, wind energy production has tripled, and solar energy has increased by a factor of ten.
Over the summer, the Environmental Protection Agency proposed the first carbon pollution standards for existing power plants.
The president also announced Tuesday he will require federal agencies to factor the impact of climate change into the design of international development programs and investments.
"We will do our part," President Obama said.The policy of President Obama greatly contributed to reducing of the methane gas and carbon dioxide.It is a grand achievement of the Obama Administration and the world should follow either.
And Japan needs an effort to improve not only "a problem of the methane gas and carbon dioxide" but also a problem of the radioactive contamination of the Fukushima Nuclear Power Plant.Prime Minister Abe is going to conceal a problem of the radioactive contamination of the Fukushima Nuclear Power Plant if possible.
Prime Minister Abe is a secretiveness. Prime Minister Abe had approved National Secret Bill without the careful deliberation by majority votes of the Liberal Democratic Party forcibly.

Because there was not wharf between the north breakwater and the south breakwater, the Fukushima Nuclear Power Plant discharged the radioactivity polluted water into the Pacific in September 12, 2013.
Warning!The Abe Administration announced the large-scale plan to let the groundwater freeze, but I have never hear the information that the Abe Administration had made the outside breakwater newly.
1.  I would like to hope that all the participating nations of the United Nations would warn Prime Minister Abe to build the triple outside breakwater newly,if Prime Minister Abe has not yet built it.
2.  I would like to hope that all the participating nations of the United Nations would warn Prime Minister Abe to declare any decision should be made on whether to recover the [radioactive] mud at some point.
Because malformed fish increase in sea near the shore of the Fukushima Nuclear Power Plant , this is a global problem.

I say it is the greed of the Humans."
Also Overfishing of Norway, Chile, Spain,and France is serious ,too.Many dolphin and many whales suffer from malnutrition.
It is essential to stock the ocean with the young fry and "the young shellfish which has just completed the larval stage" in order to solve this problem of overfishing.
There was the time when any scallops were not able to be fished for overfishing around the sea of Hokkaido in Japan .As a result of having discharged "the young shellfish which has just completed the larval stage" of the scallop, a scallop came to be fished in large quantities two years later.
Japan has the technique that can improve the sea which is half-dead.
3.  The world must determine the best allocations of the sea area to discharge the young fry and "the young shellfish which has just completed the larval stage" into the sea for Norway, Chile, Spain, China , France and Japan.
The world should have delicacy to share the sea with every multiracial people.
It is lacking in morals to overfish until the people of other countries cannot do fishing.
As for me, I did not notice a problem of the overfishing at all until I read about the cry of the woman of the Hopi .We need to notice it .And we can improve it.
But I have a message to tell everybody of all over the world as one of the Japanese race in Japan which is a country surrounded by the sea.
A Japanese race loves to eat a fish in large quantities. A Japanese people knows that the DHA included in the fish forms a wise brain. That is certainly a part of Japanese culture. I promise to do the activity as for the problem of overfishing of Ocean and the problem of the Fukushima Nuclear Power Plant. However, the fecundity of the dolphin is serious in the Japanese sea near the shore, and, as for the Japanese fisherman, Japanese fishermen starve to death if they do not get rid of the dolphins. Japan has killed many dolphin from the ancient times. The Japanese fishermen have a right to get rid of the dolphins of the Japanese coast. Japanese fishermen are human beings, and a human right to life must be given priority to over the right to life of the dolphin.
Because many people of other countries totally feel as if a dolphin were a human being, my claim may torment them. I'm very sorry, everyone.But Japanese people doesn't feel the same. A dolphin is a natural enemy of the fishermen in Japan from ancient times.
The food culture of the whale is the same, too.Because Japan was a country of several islands, Japan has been troubled by famine from the ancient times .In Japan, whale fishing was developed to save the people from the famine from the ancient times.
"To express the sense of values that eating whales and getting rid of the dolphins are barbarian" is profanity for the Japanese race .
When the sea of Japan was blockaded at the time of World War II by the Allied Forces, many Japanese people were dead by starving.A high technique is necessary to capture a whale, and the Japanese race can't lose the technique to capture a whale.
The whale is fresh ingredients for a Japanese. And a dolphin is a harmful animal for a Japanese fisherman.Please understand difference in culture.
The cultural interaction is important.
The cultural interaction is the origin of the peace.
Of course Japan must make a effort with our whole heart to improve radioactive contamination of overfishing and Fukushima Nuclear Power Plant.
Japan should make an effort so that Japan will be loved by all over the world.
Prime Minister Abe intends to make a speech in the United Nations about realizing Japan where women can play active roles.
But first of all, Prime Minister Abe should apologize to all women who were forced to become the prostitutes of the Japanese soldiers by the former Japan forces in World War II .
And Prime Minister Abe must decide that Japan must pay 100 million yen(921,100$) to each victims' women in World War II individually from the Japan's national treasury, in order to restore their honor and human rights.
If the victims have each 100 million yen(921, 100$) of dowry, they will be treated well by their relatives without any discrimination.Japan must achieve duty.Japan should make the old age of the victims happy at least.It is the biggest salvation of the souls of the human being that the very last day of the human's life is happy.
True heart rather than hypocrisy .
Improvement rather than the leaving of the situation .
Sincerity for loving other cultures together.
Therefore the United Nations exists for them.
